Productivity Commission to review the contribution of NFPs
Third Sector — April 2009
The Federal Government has asked the Productivity Commission to undertake a research study on the contribution of Australia’s not-for-profit (NFP) sector.
The commission has been asked to adopt a broad definition of the sector encompassing charities, churches, sporting, cultural, community, indigenous and environmental organisations as well as Australian based international aid and development agencies, industry and professional bodies, welfare, health and educational service providers and advocacy bodies.
“Not-for-profit or non-profit organisations are critical to building a fairer and stronger Australia, and enhancing the economic, social, cultural and environmental well-being of society,” said Deputy Prime Minister, the Hon Julia Gillard. “The study will be important in informing the delivery and advancement of the Rudd Government’s Social Inclusion Agenda.”
Assistant Treasurer the Hon Chris Bowen said “Any policy reform in this area will be aimed at strengthening the community sector’s capacity to deliver services in response to community needs.”
The review will:
Assess the current and alternative measures of the contribution of the sector and how these can be used to better shape government policy and prgrams
Identify unnecessary impediments to the efficient and effective operation of NFP organisations
Consider ways in which delivery and outcomes from government funded services by NFPs could be imporved
Examine the scope to enhance relationships between government, business and community organisations to improve outcomes delivered by the sector
Examine the impact of the taxation system on the ability of the sector to raise funds and the extent to which the tax treatment of the sector affects competitive neutrality.
